You can find this section in HostBill Admin → Extras → System Logs → Card Changes Log.

Card Changes Log

All changes made to the credit cards are logged in this section. The list includes the date of the change, admin and the client concerned, IP address, last 4 digits of the card, the info whether the card is tokenized and the change made.
