The plugin is free and available to all HostBill users. In order to activate the plugin go to Settings→ Modules→ Plugins → Inactive, find and activate Tickets allowed submitters plugin.
Once the plugin is activated you will be directed redirected to Settings→ Modules→ Plugins to configure the module.

You can define a list (comma separated) of domains in the field Excluded domains from which clients can't send emails/tickets.
