Update User Role to manage ISOs

OnApp v4 module allows user to manage/upload ISOs. To allow customer to manage ISOs, update "User Roles and Sets" in OnApp to enable following:

Allow own virtual servers to boot from ISO
Create a new ISO
Destroy own ISO
Create and manage ISOs
See own ISOs
Read all public ISOs
Update own ISO
